In India, community drinking water systems remain funded either by the government or private foundations/ charitable institutions on the capital expenditure front (the cost of the system itself). The operating expenditure of such an operation (maintenance costs, manpower, replaceable parts –membranes, filters etc.) is expected to be eventually borne by the community. Typically, the operator of such a plant is employed from within the community benefiting from the clean water system to ensure adoption and sustainability of operations. In other models, the community drinking water provider operates and maintains the plants while collecting revenue from water sales.
